C++ std::string 转换为 UTF-8 编码

在一次项目工程开发中，需要部署端（C++）向云端（Java）发送 HTTP  POST 请求，但是在云端接受参数时出现乱码现象，故在部署端发送请求时，对请求参数进行一次 UTF-8 转码。
